Thank you for your comments on stop lights.  I am happy to see that the
majority of the comments on the net are favorable on this subject.  The
car you were following was required to have a tail light and stop light
if the NARCOA rules were being followed. We do not operate a railroad, we
operate a tourist excursion with machines adapted for our purposes.  Our
members, for the most part, are hobbyist with little or no railroad
experience.  But even if they were all railroad employees,  we use the
machines in groups enjoying the scenery, not alone, going to and from a
work location.  It is the obligation of the board to find ways to make
this hobby as safe and enjoyable as possible for our members.  We must
also look at our liability.  It is difficult for anyone to be injured by
a stop light, however not having one could cause a accident with
injuries.  Other safety related subjects like seat belts and gas cans are
not as easily resolved. 

Please be assured, your board does not rush into things without serious
consideration of as many aspects of a subject as possible.  We are not
infallible, we can and do make mistakes.  We are just a bunch of hobbyist
 from varied backgrounds trying to lead our hobby to the best of our
ability.  Reading comments from our members either on the net or through
the mail helps us to make our decisions.  I invite any member to attend a
board meeting and join in our discussions, or run for a board seat and
join the board.  At least vote when given the opportunity to select a
board member.  Voter turn out for the board elections has been very
light.  I look forward to reading your comments.
